Elections to the Lower House of Parliament Completed

On January 12, the Central Election Commission of the Republic of Uzbekistan held meeting chaired by Mirzo-Ulughbek Abdusalomov.
In accordance with Articles 11 and 48 of the Law “On Elections to Oliy Majlis of the Republic of Uzbekistan”, the CEC held the meeting to review the outcomes of elections to the Legislative Chamber of parliament, taking into account the repeat voting in 39 constituencies.

On the basis of the revote reports submitted by district election commissions, the CEC has registered the remaining 39 members of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan. Thus, elections to the lower house of Uzbekistan’s parliament have concluded in all 135 constituencies.

On the same day, the press center of the Central Election Commission held a briefing for representatives of national and foreign media on the outcome of elections to the Legislative Chamber.

In his speech, chairman of the Central Election Commission Mirzo-Ulughbek. Abdusalomov stressed that the franchise was conducted in full accordance with the national electoral law, democratic principles of openness, transparency and multiple choice.

In accordance with the national legislation, political parties and nominated candidates were given equal rights and opportunities in campaigning, meetings with voters, communicating their election programs and access to the media. Each parliament seat in 99 electoral districts was contested among 4 candidates, and among 3 candidates in the remaining 36 constituencies. In general, the voters’ lists included names of 17,215,700 people, while more than 15,108,000 people or 87.8% of the total number of voters cast their ballots.

Following the elections held on December 27, 2009, ninety six members of the lower house of parliament were elected. Besides, in accordance with the Law “On Elections to Oliy Majlis of the Republic of Uzbekistan”, on the day of elections the Ecology Movement of Uzbekistan elected 15 members to the Legislative Chamber of Oliy Majlis at its general conference.

As a result of harsh competition, none of the candidates in 39 constituencies overcame the required threshold. In this regard, on December 30, 2009 the Central Election Commission ruled to hold a second-stage elections on January 10, 2010.

Under electoral law, the second vote was held in each of the 39 districts for two candidates who received the greatest number of votes during the main elections. From 4,969,547 of voters in these districts, the revote was attended by 3,960,000 people, representing 79.7% of voters.

The repeat voting was also carried out openly and transparently, with observance of all the rules of the national electoral law based on international standards. In their respective districts, the candidates were able to conduct their campaigns and use the media in the order prescribed by the CEC. The re-vote was attended by 8,260 observers and authorized representatives of political parties.

Chairman of the Central Election Commission informed participants of the briefing that, in general, 150 deputies were elected to the Legislative Chamber of Oliy Majlis, including 53 MPs from the Movement of Entrepreneurs and Businesspeople - Liberal Democratic Party of Uzbekistan, 32 members from the People Democratic Party of Uzbekistan, 31 deputies from Milliy Tiklanish Democratic Party of Uzbekistan, 19 MPs from Adolat Social Democratic Party of Uzbekistan. Fifteen members of parliament represent the Ecology Movement of Uzbekistan. Of the 150 elected deputies, 33 members (22%) are women.

Among elected members of the lower house, 47 people, or 31.3%, were previously members of the Legislative Chamber. This not only proves the fact that previously elected representatives had won the confidence of their voters, but also provides for more efficient use of their experience and skills of professional law-making in parliament. Transparency and openness of the electoral process was ensured by the media, local and foreign observers.

These elections were covered by more than 500 domestic and 200 foreign media outlets.

Elections were monitored by more than 270 observers from 36 states and four international organizations, OSCE/ODIHR, CIS Executive Committee, SCO and the OIC, as well as over sixty thousand observers and authorized representatives of political parties that nominated their candidates.

Democratic elections and observance of the current legislation were provided by well-coordinated work of district election commissions based on the principles of legality, collegiality, transparency, independence and justice.

As was reported at the briefing, the Central Election Commission has not received any reports of serious violations of the electoral legislation which could affect the results of the vote.

At the elections for the Legislative Chamber of Parliament, citizens of Uzbekistan have once again demonstrated the commitment of the chosen path of building a democratic constitutional state and a strong civil society, deepening the reforms in all spheres of life.
