Resolution of the Central Election Commission of the Republic of Uzbekistan

on announcement the beginning of the election campaign for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies


According to the second part of Article 117 of the Constitution of the Republic of Uzbekistan and Article 1 of the Constitutional Law of the Republic of Uzbekistan “On regular elections to the representative bodies of state authority and of the President of the Republic of Uzbekistan”, the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, representative bodies of state authority of region, district, city Kengashes of people’s deputies to be held on the first Sunday of the third decade of December this year, it is December 21, 2014.

 

With a view to ensuring that the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies to be in full compliance with the electoral legislation, generally recognized international norms and standards, as well creating the necessary organizational and legal conditions for political parties, citizens in exercise of the constitutional right to participate in the formation of representative bodies of state authority,  guided by Article 117 of the Constitution of the Republic of Uzbekistan, Article 19 of the Law of the Republic of Uzbekistan “On Elections to the Oliy Majlis of the Republic of Uzbekistan”, Article 19 of the Law of the Republic of Uzbekistan “On Elections to Regional, District and City Kengashes of People’s Deputies”, Article 5 of the Law of the Republic of Uzbekistan “On the Central Election Commission of the Republic of Uzbekistan”, the Central Election Commission

 

RESOLVES

 

1. To announce the beginning of the election campaign for the elections to the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies from September 15, 2014.

 

2. To fix the norm of voters for one electoral district on the election of the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan from an estimate of average 154 thousand voters.

 

3. The Jokarghy Kenes of the Republic of Karakalpakstan, the hokimiyats of the regions and the city of Tashkent shall present to the Central Election Commission of the Republic of Uzbekistan submissions regarding the formation of electoral districts for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan utill September 27, 2014.

 

4. To establish 135 electoral districts for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and publish their list with the indication of electoral district borders and the number of voters until October 7, 2014.

 

5. The Jokarghy Kenes of the Republic of Karakalpakstan, regional and Tashkent city Kengashes of people’s deputies shall present recommendations to the Central Election Commission of the Republic of Uzbekistan regarding the candidates to membership of district electoral commissions for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan until October 2, 2014.

 

6. To approve the personal composition of district electoral commissions on the elections of the Oliy Majlis of the Republic of Uzbekistan – until October 12, 2014.

 

7. To determine that district electoral commissions on the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, in accordance with Law of the Republic of Uzbekistan “On Elections to the Oliy Majlis of the Republic of Uzbekistan”, shall form:

polling stations – until October 22, 2014;

precinct electoral commissions – until November 11, 2014.

 

8. To determine that to relevant district election commissions on elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan:

proposals for the establishment of polling stations shall be introduced by the hokimyats of districts, cities – until October 12, 2014;

recommendations on candidates for the membership of precinct electoral commissions for approval shall be presented by district, cities Kengashes of people’s deputies – until November 1, 2014.

 

9. The Ministry of Foreign Affairs of the Republic of Uzbekistan shall present in an order and time frames established by the law proposals to the Central Election Commission on the formation of polling stations at representative offices of the Republic of Uzbekistan in foreign states.

 

10. To determine that polling stations and precinct electoral commissions formed in an order established by the law are one and the same for the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies.

 

11. To determine that in accordance with the Law of the Republic of Uzbekistan “On Elections to the Oliy Majlis of the Republic of Uzbekistan”:

political parties have to present the relevant documents to the Central Election Commission until October 12, 2014 to participate in the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan;

nomination of candidates by political parties for the deputies to the Legislative Chamber of the Oliy Majlis of Uzbekistan starts on October 17, 2014 and ends on November 6, 2014;

admission of the documents from political parties for the registration of candidates for the deputies of the Legislative Chamber of the Oliy Majlis of Republic of Uzbekistan stops on November 9, 2014. Registration of the candidates for the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan ends on November 16, 2014;

the interested organizations must declare about their observers to the district election commissions on elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan until December 6, 2014.

 

12. To take into consideration that precinct electoral commissions:

until December 6, 2014 shall present for public inspection the voters’ lists and in polling stations formed at representative offices the Republic of Uzbekistan in foreign states, health resorts, hospitals and other medical institutions in remote and hard to reach areas, correctional institutions until December 14, 2014;

ensure a timely informing of voters about the place and time of familiarization with the voters’ lists;

inform the voters about the time and place of voting until December 11, 2014;

conduct early voting from December 11 to December 19, 2014.

 

13. To note that in accordance with articles 27 and 38 of the Law of the Republic of Uzbekistan “On election to the Oliy Majlis of the Republic of Uzbekistan”:

the election campaigning starts from the day of registration of the candidates for deputies and ends on December 19, 2014. Campaigning on election day and the day before the voting is not allowed;

voting shall be held from 6 am to 8 pm on December 21, 2014.

 

14. To fix that in accordance with articles 42 and 43 of the Law of the Republic of Uzbekistan “On Elections to the Oliy Majlis of the Republic of Uzbekistan”:

precinct electoral commissions, upon the end of voting on December 21, 2014, shall start to summarize the results of voting, draw up a record of proceedings on the outcomes of consideration at the meeting of the commission and present it to the district electoral commission on the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan in an established order. In accordance with requirements of the electoral legislation, the protocol shall be announced by the chairperson or deputy chairperson of the of the precinct electoral commission, and a copy of the report shall be posted at the precinct electoral commission for public for general familiarization, for a period not less than 48 hours;

district electoral commissions on elections of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on the basis of submitted protocols of precinct electoral commissions shall determine the election results in the electoral district and present to the Central Election Commission in the prescribed manner until December 25, 2014.

 

15. To publish the information on the results of elections and the list of elected deputies to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies in the mass media until December 31, 2014.

 

16. In case if more than two candidates for deputies in the electoral district run for deputies, and none of them gets elected, the district electoral commission shall decide on conducting the second round of voting in the district until January 4, 2015.

 

17. In accordance with Article 471 of the Law of the Republic of Uzbekistan “On Elections to the Oliy Majlis of the Republic of Uzbekistan”, to hold the conference of the Ecological Movement of Uzbekistan to elect deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan from the Ecological Movement of Uzbekistan on December 21, 2014 in an established order.

 

18. To fix that all activities related to the preparing and conducting the elections shall be held by the Central Election Commission of the Republic of Uzbekistan, formed electoral commissions in strict compliance with the Constitution of the Republic of Uzbekistan, laws on elections and the Program of measures on preparing and conducting elections to the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies in 2014.

 

19. To publish this resolution in mass media.
